Confused about licenses

I noticed at a Corvus station that my license levels were high enough to purchase several ships denied me elsewhere, yet those vessels were still displayed in red. Why is this?

There are multiple considerations determining whether you can buy something:

Funds
License levels
Faction standing
Badges

In this case, the most likely culprit is faction standing, since you start out as disliked with Corvus by default, which means they'll only sell you really low-end ships at first. You have to do missions for them to raise your standing higher to get the nicer ones. Procurement jobs in the Trade Guild mission are usually the most efficient way to build standing. If you have friends/guildmates who have bigger cargo ships than you, getting them to help with those could speed things up considerably (proc missions often ask for the same things over and over, so you can buy in bulk and then stockpile the excess locally for the next mission that asks for it).

because of standing requirements, corvus is really only good for buying a few basic models of ships and equipment, of which the most notable are:

Behemoth -/-/-/5/2
Centaur 1/-/2/2/-
Ragnarok 2/-/1/-/-
Mining Beam MKII -/-/-/-/1
Fast Charge Power Cell 2/-/-/2/-

This is not a complete list. For many of the things you can buy at corvus, the trip to corvus may take you longer than simply working your levels up, where you are. Worse, for anything that requires higher corvus faction standing, working your faction standing could raise your levels to a point that you do not need corvus anymore.

Going to corvus for anything short of a Behemoth may be a waste of time. All corvus stations are in the middle of grey space, and a behemoth in grey space is target practice. But... If you can smuggle a behemoth from corvus to the safety of nation space, it could give you a significant head start in trading.
