Exit (and enter) ships that are docked in a capship

Why not instead make it so docked ships can exit their docked ship, turning it into cargo on the capship?
Yes! Not as an alternative to that other thread, mind, but rather as a separate independent feature. And it should come with the ability to get back into your ship, or any other un-piloted ship that is in the cargo hold. That way you can stash a couple ships in a capship and swap between them in the field.

This one should totally be controllable by the capship owner, btw.
If I load up a repair ship, the last thing I need is some goofball taking it out for a spin and getting blown up.
