Rating a mentor good needs to be possible from Level 3-7 then. Meaning as soon as an individual hits level 3 they need to be able to rate their mentor then. That's because requiring your mentee to hit Level 7 somewhere would be silly.

+1 to raising the level -- but I disagree that it is other subscribers' responsibility to provide guidance to newbs. That is up to the devs.

The problem is, by the time newbs even think to ask for help from a mentor, they're usually already >= level 3 in one or more of their licenses.
