They don't do real damage and they can never help you gain license. Why not let the F2P/lite players use them? The worst that happens is the pirates get rattled or someone goes off sideways fast.

+1 to reduce the requirements on Concussion Mines. Vendetta needs more mine fields.

You can buy Drain Mines with F2P/lite levels though. Check nation capitol stations.

+1 to giving more mostly useless stuff to f2p so they'll stick around longer and maybe learn to love the game enough to subscribe, or just hang around to be targets
