Linked guild chat
Create the ability for two Commanders to link guild chat for both guilds (nice for guilds with similar interests)

You can just write a plugin that allows selected people to chat together. Or use an external chat room. Or just merge the two guilds if they already share the exact same interest.

Some other games have a separate "Alliance Chat" for this sort of thing.

This is the purpose of channels, as Draug mentions.
I think I'd have to disagree with the assertion that we have too many guilds, considering there is maybe 2 guilds for any given activity whether its piracy, trading, mining, jack of all trades, etc. But...this number is appropriate for our player population.
A more beneficial change would be to finally implement raid groups aka meta groups which allow more than 8 people to join, and to prevent missions from affecting other members of the group.
I will suggest that kierky already has a plugin which will do what he's asking for, he just needs someone to implement the back-end services on CS's server.
