Fix NPC energy use

Now that we've got a buffed up Power Cell Blaster, how about fixing NPCs so they no longer cheat and turbo/jump without using energy so that it can actually be used against them?

They already stop turboing if their power cells are completely drained.
We're adding the power cell energy requirements for jumping and using wormholes.
