Duelling Suggestions

I'd like to propose the following changes to the /duel command, and see what everyone thinks:

-Duelling players must not have an active mission.

-Duel requests sent in a sector with bots of any kind, wormholes or stations will be met with an error message.

-When a duel is accepted, it does not begin immediately if the players are closer than 1000m. Instead, it says "duel will begin once players reach a distance of 1000m from each other".

-Historically, duelling has been a contest of skill, first with fists, then blades, then guns, but never with weapons that strike for you. At least, not if the duellists wanted to be taken seriously. Inviting a duel with homing weapons on your ship will let the other player know what your entire (homing and energy) loadout is before they accept.

-Duels should be community affairs. Since according to an earlier rule, they cannot take place in sectors with bots, wormholes or stations, they would usually be off the beaten path a bit. Thus, duel messages should be broadcast on sector chat, so that all observers can see what's going on. Perhaps they should also broadcast each player's starting health, again at 75%, 50%, 25% and the winner's final health percentage.
