Inactive guild deletion would be nice.
I agree. It seems some people expect more players to be on just by watching the Guild lists, only to find twenty or so people ingame. Trimming away all inactive Guilds will take away this false image of the game community' size.
or just make it so that the creation of a guild expects all creating members to be at leat level 4-6 in all categories (combat, light, heavy, trade). Or higher.

Renegade's suggestion also has a lot of merit, specially in regard to Guilds like DPR.
DPR is probably the best use of the multiple alts make a guild creation problem thinggee...

The easiest way to eliminate guilds like DPR is to require all members of a guild to have a paying subscription. If someone wants to drop 90$ to create 9 alts and make a guild, s/he can. but unless the alt accounts are maintained once the memberships expire the guild would go bye-bye as non-paying members were removed.
Its not uncommon for games to require that you be a paying member to take part in some aspects of a game, and it shouldnt be too difficult of a check to make.

Only problem I can see from what you suggest is being kicked out from the Guild every time you fail to renew membership, a common problem for those who use paybycash and even for us who use debit cards, from time to time. It would create too much hassle just to solve one problem.
Of course, the best kind of a similar solution would be to actually wipe out unused accounts every six months or so.
