I agree.. My nation is at war.. therefore, if, during any of my travels, I come across a target of opportunity, I -might- just open fire. If I feel I can handle an all out battle, So be it. However, since I am usually not in the best tactical position when happening across such a target, I may fire a few passing shots, as a way of saying "Hi!" before I scoot outta there. After all, a hull is a hull, and I'd rather mine stay intact.
