I agree with Renegade.
While those that have reached their desired level have run out of things to do, it just isn't right that they turn to denying others the ability to reach theirs.
Like Renegade, I know a lot of wonderful players on all sides and they usually leave me alone so, it is not a big problem for me but others seem to be favorite targets.
I know fixes are in the works and that there are 'quick fixes' that can be implemented but, it seems to me, the easiest way for this to go away is for those players to simply stop what they are doing.
It wouldn't hurt if some of the 'targets' stopped fanning the flames in-game and just kept quiet also.
