can a neutral pilot fly the Itani Valkyrie?

yes you have to have the right lvls and also be on the up and up with the itani, with i think admire? can one of the vet confirm that? or can u be lower or higher?

anyway any player can use any of the nations ships as long as they have the approcirate lvls and have a very good reputation with the respectful nation

yes, if you have a reputation of at least +600 with a faction you can purchase their special ships.
of course that assumes you have the level requirements

out of curiosity, since i have never had the pacitence to do the advanced combat mission enough high enough, what lvls are the different special ships available, the regular ones not the Secro guradian prom or the whatever ultra special valk?
i ask this becasuse 12 for a valk seems a bit high but then again valk jocks will be less so dunno if that is bad or good... i just know i want a valk

I think I got a Valk at level 7 combat and about the same level Light weaps.
Different variations of the Valk become available at higher levels. Keep in
mind that was with my Itani character. I don't know if it is the same for
people of other nations...

Does this apply to nation-specific Varients as well?
I hear there is a Serco Vulture that's worth flying around, but only available to Serco. If I had a high enough standing with Serco as an Itani, would I be able to get this variant?

yes

i like how the devs made it so that in this game it doesn't matter what side you started on, you could end up aligning with another side and if you work hard enough to get their "trust" ie rep high enough, you could act like you started on that side... yay total freedom with the RP element

I have to agree. It is refreshing and awesome. You can be aligned with everyone and be a free trader, or you can switch sides and totally change how you are playing. Or you can be a hated criminal, living off outskirt systems. It's really interesting and cool.

Basically, you pick what 'Planet' you are from and that affects your starting stats, but that's it.
