I disagree. Since the backstory suggests a rather strict segregation of the three nations over well enough time, I think we can safely assume that there are defining traits proprietary to the three factions. Especially with the cyborgization of the Serco and the complete opposite that is lived by the Itani. The UIT are possibly somewhere in-between, but given their fondness of genetic technology, that point is debatable.
