this seems to happen when a bot is returning from somewhere. I've tracked some ducks, er, NPC traders, today and found the following:

they go from <foo> to <bar>, then they dock and now they go from <bar> to <bar>. they should go from <bar> to <foo>. killing them and having them respawn fixes the problem.

Ok, I think I fixed this for the next patch.
