Bug with station key
No active key indicator (for owner key).. :/ So all keys look the same!
It happens when a user-key holder reactivates the user key.

What do you mean by a user-key holder reactivating a user key?
It's described pretty thoroughly in the thread I linked. It happens when someone who has a user key and not an owner key reactivates an existing key after conquering a station.
What I don't understand is how does a user-key player activate an existing key. Only owner keys can activate things.

That's not true. Plus, from what incarnate has posted, it works this way on purpose. User-key holders can activate keys that they only have user access for, which reactivates the associated owner key as well. This is exactly how it should work. Please don't change that. The only issue is the missing checkmark next to the owner key when this happens.
