Joystick binds being rewritten in ini file
For what ever reason VO seems to insist that shoot 1,2 and 3 be bound to JOY_BUTTON0 ,1 and 2
Even when these buttons have valid binds VO replaces them if one of the shoot commands is not defined somewhere.
Not sure if this is intended behaviour to protect the newbs but it is very annoying when your setting up from scratch.

It's not a bug, it's a feature.
It is a really annoying feature....
