there should be missions like the combat practise but you kill players and the higher their combat level is you get more xp and types of ships should have an effect in xp.

However... level ain't that important, and the xp received doesn't only depend on your level also on your and theirs' statistics as kills etc...

You don't have to be in a group for Border Patrol, unless you're UIT. Itani and Serco players can take the Border Patrol mission either solo or with a group.

Since it was the UIT that lost control of the hive, can't the UIT have a border patrol style mission where they have to defend against some Helman's or Guardians, and possibly throw a queen in or two, so that they are worth combat xp??1!
