Why don't you build a Hospital Ship or an Ambulance that is impervious to attack from anything or anyone. Build it able to dock with and receive medical supplies, and repair parts. Make it able to help pilots or others that may be injured or in distress. You may need several of these located in various space sectors that can be reached easily from anywhere in the galaxy. Make it require as least one pilot and perhaps doctors and staff. These positions should be filled with real players, or at least the pilot position.
