Military ships for military personnel only.
Military ships (Vaklyrie and Prometheus) should only be available for purchase by military personnel.
I can hear the cries of anguish and unfairness already.
But wait, there's more!
Obviously this suggestion couples closely with the concept of being able to trade ships. I won't go into how we should be able to trade ships, but just continue under the assumption that we can.
When a military ship is purchased it should be marked with the ID of the person buying it. Whenever a player enters a sector flying a military ship, if that sector is monitored by the ships respective faction, a check should take place. This check would compare the ID of the pilot with the ID of the ship's buyer. If the two don't match then the pilot should be marked as temporary KOS (or some other penalty) and the buyer of the ship should be kicked out of the military for treason and suffer a significant faction loss.
Well, that's sounds rather heavy-handed and sounds like too much work.
To make things a little more interesting, Corvus stations could remove the buyer's ID from the ship (this would still trigger temp KOS on the pilot in monitored sectors) or change the buyer's ID to the new pilot's ID (should the ship check also include checking for a military record?). All for a price of course.

It could be an interesting mechanic.
+1 This is interesting and makes being in the Itani and Serco militaries important outside just unlocking the border skirmish missions. It also makes Corvus more involved with shady black-market stuff.

Why would a neut3 degrade?
It would be simpler just to limit the number of n3 availible per week....

The UIT are a non-militaristic nation. They have the Warthog Territorial Defender and access to all Corvus variants, plus they have the option to join either military. I don't see why should should need anything further.
The Swiss are neutral as well and have a nice little military and police force... The UIT do have nationalist's and other militant types that dont care for either the serco or Itani. A military or special police force is easily justified.
To use the Swiss as an example, they don't design and manufacture any of their own aircraft. They license and purchase from other countries. Notably from the US and their F/A-18 Hornet and F-5 Tigers.
The Valkyrie would be similar to the US's F-22 Raptor or some other high-cost, high-technology plane. The Prometheus, while I can't think of a correllation, would be under similar export restrictions. Even with that, the UIT still wouldn't restricted from getting access to either of these ships.
