High velocity, slow fire rate, large port.
The high velocity means you will hit stuff more. The slow fire rate means it takes longer to drain a target, but it will not drain your own power cell by itself.

I don't think this would be a useful large-port weapon (I'd give it a +0.5 if it were small-port). The rate of fire and rate of drain combined are too low for effective jump denial (it's not forgiving enough when you miss a couple shots), and for PVP the drain isn't enough to be worth using up a large-port.
If you want it to be large-port, it needs to either have less delay (change it to 0.3), or cause more drain (make it 70). I'd recommend improving the drain to further distinguish it from the PCB and make it more PVP oriented. That would help with jump-suppression as well, but not as much as improving the delay would.
