+1 It's the only place those things will get used, and we would finally have a rational for why the hive have them to drop.

If I'm not mistaken, some of them already do? A few weeks ago I scanned a NPC voy and saw a scanner spoofer signature. Unless Inc confirms that this is impossible and I likely confused it with a player ship, I think some of them already equip it.

Are you sure you scanned it with an addon-scanner, not a cargo-scanner? Because they do haul them sometimes, but that's not what the OP is asking for.

If I remember correctly, my cargo scanner picked up "Industrial Tools" and "Janitorial Supplies" from a NPC convoy. That strongly indicates a Mk2 cargo spoofer was equipped, although of course they could be carrying those worthless junk for real.
