Mining NPC's
I had the thought that it would be in interesting to see groups of mining ships randomly spawn in asteroid sectors, it would certainly add some life to those sectors and give Greyspace pirates another type of cargo to hunt, that being premium ores.
Maybe you could see various mining ships like these:
Warthog Mineral Extractor
Atlas
Centaur
Tunguska Mineral Marauder (In Edras and Odia specifically I suppose)
Faction-specific Marauder (e.g. TPG, Valent, Axia)
BHM I & II
Along with some kind of defending ships whether that be vultures/centurions/warthogs I'd expect a group of 6-10 NPC's min(e)ding their own business in roid sectors...

Could you clarify where you would like to see this? You only mention greyspace
How would you imagine the mining parties would interact with hive in the sector? Run, fight, not appear?
How would the mining parties effect roid temperature? Would they 'boil' roids?

Why would this be beneficial in any way when you already have hive collectors and transports you can farm premium ore from?

+0.5 for making sectors more lively, dunno about their benefit. Might aswell be empty or very slow beams mining in WHs, stations or hive free sectors.

I imagined they'd spawn anywhere there's an asteroid field, for any nation space. I wouldn't have them spawn in the same sectors as the Hive, because that's already a thing in the form of Hive skirmishes, as for mining beam heating I reckon it'd just act like a collector and not heat the roid at all.

That is a good point, and I don't really have any answers other than to add some extra "flavour" to the game in the form of making the universe seem more active. (I suppose if there were any real use it'd be larger ore amounts that get dropped)

The only asteroid/ice fields without hive bots are at wormholes (most of) the hidden ones and those in systems that receive hive incursions. Since you say you do not want your unrat miners to compete with the hive that only leaves hidden fields, which are typically junk ores so nobody goes there, anyway, and wormholes. Unguarded wormholes can already spawn regular unrats, and guarded wormholes are not an option unless your NPC aren't hostile, which seems unreasonable.

Incorrect afaik
I see these NPCs just like those random voys that spawn when you enter a station sector. I don't think they ever carry anything, so they are technically useless, but they add life to the game. These mining NPCs could just be a reskin of the current hive bots that slow mine roids and leave when they're full.
