Offensive Mines + in-ship construction factory

Suggestion: create an in-ship offensive mine manufacturing capability to enable the seeding of significant mine fields.

Details:

This concept proposes that a ship be able to be equiped with the capability to construct mines with a consumable material (NanoFeed?) w/in its cargo hold. That ship could either utilize those mines, laying them post construction period OR jettison the mines in "ammunition packs" to be picked up by other mine-laying-capable ships.

Obviously, this capability shouldn't come cheaply in terms of monetary cost, cargo hold space requirements, licensing, mass and time required to manufacture.

The rational behind this suggestion is this: If a player (or even group of players wants to lay down an effective mine field, it is a nearly impossibly task w/o leaving the sector and restocking at a station at least a few times -- even with two large weapon ports stocked with mine layers. This additional capabilty would enable teams of players to lay down strategic mine fields.

While it pretty easy for the current selection of VO ships to avoid and shoot down mines, if & when capital ships come onto the scene, having the ability to lay mine fields is one method to balance game play for those w/o the massive support vessels on their side.
