Incentives.

After about 5 hours of my 8 hour trial I've thought of something that might balance out factions playerwise, Incentives. I thought of this because I've heard a few times "why are there so many UIT?" (Of course I wouldn't be suprised if I'm wrong and it's balanced quite nicely.)

I have two ideas on possible ways to do this:

1.
Make certain advantages for certain nations. Like the Itani have thier powerful shields but thier armor is not very strong. for the Serco you can possibly give them faster ships yet they have weaker weapons. And for the UIT you can give them an extra 4 cargo spaces for each ship but the ships become slower with all the extra weight.

2.
Ever play Planetside? To get balance they offer more health and a slight boost in weapons for factions with a less percentage of people. And they have it so that factions with more people have regular health but less powerful weapons.

Having incentives is a good idea, but the ones you suggest, while good for PS(which I have played a good bit), would not be good for this game. The underlying dynamics are a bit different between the two.
