Guild creation/organization.

Guild are something of a problem at the moment. They are hard to get going and even harder to upkeep due to the way the votes and such work. I would like to propose the following ideas for consideration.

1. Guild creation: change the way creating a guild works, set it up so that there only needs to be 6 members to start a guild, 1 commander, 5 councilmembers.

2. leave the total possible number of councilmembers at 9, giving an additional 4 potential councilmembers from what is needed to start a guild.

3. Give councilmembers the ability to invite new people to the guild.

4. Make it so that a new councilmember can be added by.
a. being appointed by the commander
b. a vote of 5 councilmembers

5. Give a guild 10 possible Lieutenant positions, these can be appointed by either the commander or a councilmember, they can invite new people, but cannot vote.

6. In the event a guild looses its commander, the council can vote a new commander into place with 5 votes. the council can vote to remove a commander only with a 100% vote. (eg if there are 8 council, to remove a commander you have to have 8 votes)

7. the commander can remove council, lieutenants, or basic members at any time.

the voting itself needs changed so that the person being voted on doesn't have to be online at the time.

Aye, the council member thing is really annoying, and the whole votes need a retouch. preferrably it should be an open vote, not an anonymous one as it is at the moment.

I'm not sure I agree with the 10 lt's, but I guess itd work well for larger guilds, However 2 is too few to work well
