I didn't understand payment system.
If I want to play it regularly, I have to pay and pay, and pay, and so on? Why? I thought, I can buy some kind of full version for not a big money and forget for any further payment...

You clearly have access to the internet and a computer as well as the time to play video games. That means you have all the resources you need to teach yourself a valuable skill like programming, which you can use to work over the internet, making your physical location unimportant.

Vendetta Online is in constant development, so there is no "full version" to purchase. Your ongoing payment funds the development of the game. The developers have indicated that the game will always be evolving, so it is likely that it will continue to be a subscription service.
Other users have pointed out that there are less expensive ways to pay for VO, but I understand that you are suggesting a lower price for countries that are less wealthy. That's an interesting idea, but currently there is no system with which to reliably manage such a pay structure.
