No, reward needs to go to people who helped too...

Although that would be kinda hard for the engine to decide who helped and who didn't...

Money for people who were in the same sector when flag was grabbed? Or for people who spent atleast 5 minutes in flag carrier's vicnity when enemies were present in the sector?

Possibilities are endless. :)

How about just the people in the home sector at the time of actual cap?

How about people in target nation's home sector plus the "gateway" sector (12 for sercos, 4 for itanis, 6 for neutrals) ?

I think this just about says it all...
