i am intending to throw myself back in but have there been so many changes that i should start a new character and build again learning the new ( loads must have changed since 2010) or reinvigorate my old character ?

I dont think ~everything~ has changed, but the community has, and some of the things allowed back then have been locked down a bit, and new things have been added. I guess just use your old charecter, and if things feel weird, then try making a new one. Enjoy your revisit in VO!

Start a new character, and do the tutorials. Learn all the things that you failed to learn last time, like how to dock.

After you learn how to play, you can consider reviving your old character, but really, combat 2 characters are easy to make from scratch, so whatever.

Lots of missions have been added since 2010; you may experience a better "flow" if you start from scratch with a new character. Some mid-tier content has been added (Goliaths, with a Long Term Subscription currently) that may be more immediately accessible from your main character.

I would start with a brand new character, and then after 6 hours of playtime or so decide to either continue or return to my main.

You shouldn't feel totally lost, but you may have a better experience overall if you start from the beginning. A lot of work has gone into the introductory experience since you last played. I would also consider transferring over some credits to my new character from my main through a trusted third party.
