Is there a way to report players? [Someone] spams 100 incessantly with racist shit and there aren't always enough people online to mute him.

Someone independently reported the racial slur issues on 100 recently, and we investigated quickly.
Anyway, yes, tickets are the way to go with this kind of issue.
