ha, frigate come out? Just how will you dock, pray tell? I don't think so. The devs meant that the frigate in 16 will be operational once again. Probably means avalons will come back, albeit with some changes. Piloted capital ships are a ways off, in my view. They need a way of letting people dock with you, stocking your on-ship inventory, and repairing.

Heres an idea, make the frigate in 16 dockable, put the blackmarket there, make it so you can't home there, you'd have to get past the frigates defenses to get a special ship including your own nations.
