I have XP and have not had this problem ever. Don't assume it isn't a video problem just because it involves sound.
To solve this, I'll need to you to give your system specs: processor, memory, video card model and memory, sound card etc.
I will be moving this to "Bugs" shortly, but will keep it here long enough for you to read this and know it's being moved.

/me thinks vendetta should run perfectly on that system
Uhm, is it a GeForce Ti or MX? (major difference)
Anyway; you should update all of your drivers, see if that works. Or, maybe you're running some stuff in the background wich causes the stuff too slow down? (also think about stuff like spyware, etc)

remember now, the sound comes AFTER the video.
I fire my weapon, I see the gun fire, and a second later I hear it.
It's not the other way around. The sound DOESN'T come BEFORE the visual. It comes after. That's why I don't believe it is a video card problem.

Humor me.
The nVidia GeForce 4 MX/64Mb has issues with DirectX. In game, change the driver to OpenGL. Use ESC / OPTIONS etc. to get there.
There may also be a hidden issue with your sound card. Uninstall the drivers for your sound card and reboot. Allow XP to find the card on its own and use the default drivers rather than the install CD from SoundBlaster.

That's impossible. You absolutely need the drivers from the CD for my sound card.
Umm... I don't think I'm having a delay of sound anymore...? I dunno what happened, seems to be working.
Oh yeah, and there's no option to change my video card. There's only Direct X 8.1 GKGRGblabla whatever it is.

Okay ya got me there, the Audigy is the ONE recent card they've put out that does not have native support from XP (damn them). If you have trouble again, you might still try uninstalling, rebooting, and reinstalling the drivers from the CD.
You might want to check the in-game video driver settings again. You have to select DirectX and then _arrow key_ over to see the other option, if you are unfamiliar with that. I found it a little counter-intuitive at first. This could be important as the MX does not completely support DX 8.1

Try this for the sound (type at console):
/set snd_mixahead 0.5
/set snd_mixahead 0.5
??? why would I was to make the delay even greater?
umm, hmm... the delay is back again even before I typed that in.

That doesn't make the delay greater. It must be misnamed. It decreases the delay. Or, at least, that's what it does for me. Makes the sound cleaner too... But it takes more CPU.
Hmm, it didn't seem to do anything.
