It seems a hack
Someone hit me in the "Azek to Dau" wormhole. Then i stopped myself in UIT space and no Turret has done a single shot while he was following me untill Edras. I didn't verify his faction standing. But he was not temporary KOS for sure. And i say it's not the first time this fact happened. Many years ago same thing.
Send one: My Centurion superlight exploded in Sedina O6. Then no one was in the "Killed by" list.

Sounds like network issues more than anything.
Someone might have to go through logs though and I don't envy em.
Also keep in mind KOS at wormholes in UIT space only apply to UIT controlled stations (there's a good chance that got changed to prevent newb griefing)

There is a bug where if your UIT you can kill anyone when it UIT space been there forever

This is behaving as expected, given the current and long-standing implementation.
The situation that causes TempKoS on any weapon damage is solely within a No Fire Zone.
Wormhole regions do not contain a No Fire Zone, those are exclusively located around stations.
I'm not saying this is ideal, or that it couldn't stand to be improved.. it would certainly benefit from revisiting the mechanics and reconsidering what makes sense in a modern context (game mechanics have changed a lot.. for example, once upon a time, all Nation space had friendly-fire restrictions). Revisiting and improving this is on my TODO.
