PsyCorp officers (PsyCops) cannot be "bought" or "paid off" Due to years of refining their abilities IE filtering out background 'noise' and 'clutter' each one is totally 'transparent' too their colleagues. Any wrong doings would be completely obvious.
Any such 'wrong doings' would lead to the officer in question being sent to Jallik E15 Itani Research for 'reprogramming'
Even if UPN was scanned whilst intoxicated the memory engrams obtained would still be legible and therefore admissible as evidence. Although may be open to interpretation by the authoritys. If found guillty of piracy whilst intoxicated UPN will be sent to a rehabilitation facility.
