Who is "we" and who are you? and why shouldn't it be?

he = general verdandi

why it shouldn't be: Itani are bureaucrats so any action has to be endorsed by the government aka multiple of those people that are mentioned.

Yeah, but that means that you have to completely tell peopole to stop playing and take a look at it.
