The second tournament will be held 14 June 4436 at 2000 GMT (4 PM EST). The cash reward this time is currently 50 million, courtesy of Mor Isil and lord spidey, in addition to your matching trophies. A few rules have changed, so please reread them.
Rules are as follows:
1. You must enter with a wingman. You may not change wingmen. Your wingman must be a member of your nation, or one of you must be native KOS.
Note: Native KOS players are at a natural disadvantage, because they and their wingman are able to shoot one another. This should be irrelevant due to Dev/Guide support.
2. There are no weapon restrictions. Only four ship chassis are allowed. You may participate in any non faction-specific Centurion, Vulture, Warthog, or Atlas. This means your ship will probably be a mkIII or mkIV.
3. The tournament ladder will be a simple double elimination format.
4. Similar to the nation war, leaving the sector is not permitted, and running for obscene distances will result in disqualification. Interpreting this distance is up to the discretion of your fight's moderator. Chances are, if you turn your back to the enemy, you are wrong.
Last tournament, many people did turn their back- but only to switch targets to their second enemy. This is acceptable. Fleeing to avoid getting shot is not. Learn to dodge newb.
5. Lagging out renders you victim to whatever happens to your ship. Matches will only be replayed in the event of a server/system/sector crash. Participants may be disqualified for acute lag (i.e. I could not have played with my Iraq lag).

Is the Centurion Superlight allowed?
No Vuturius. Those are dependent upon faction standing. Your ship may not require faction-specific standing.
I hadn't considered the Superlight when I rephrased rule 2. By the letter of the rule, it is included, but by intent it is excluded. I intended for all ships to be mkX variants. If and when the Superlight is 'in production' by Corvus, it would clearly be a faction specific vessel. The fact that it might require no faction standing with them now is only a loophole. I'll save us the trouble and just say no CSL.

I know the vultures are vastly superior so i doubt it would be a big deal if someone want to fight in a 107

He'd have to discuss moving the NW start time with Ecka -- Mor and I have already agreed to put the Deneb Run on hold on weekends that Aramarth wants to hold this event, which is why it is in the Run's timeslot.

Two random questions: What is the motivation for the exclusion of heavies? And, is turboing to regain balance after being thwacked by rockets acceptable?
1: I do not consider a 1 on 1 between a light and a heavy a fair or enjoyable fight. The heavy vessel has both more armor AND more damage output. Now that said, I can defeat any heavy ship I see in a light vessel, no exceptions; the problem is it takes forever and a lot of unenjoyable backward flying. These are not the skills I seek to reward with this tournament. You and your wingman are, with these rules, driven to use offensive teamwork in order to win rather than firepower or armor. If you're a heavy pilot, I'd suggest learning the Atlas or Warthog, as these two ships have the large port you're used to.
An AGT with dual flares is overpowering. An AGT with a single flare is a fair match against other two port ships. Mauds, Valks, Taurs, Rags, Hornets, Revenants and Proms all have more than two weapon ports. This gives them an unparalleled offensive advantage. This is why I chose to remove them. If you want to mount a flare, your energy fire should suffer, and the same way if you want to mount lasers your flares should be handicapped. AGT/biflare is in no way handicapped whatsoever, and so I chose to make it illegal for this tournament.
2: Turboing is perfectly fine for any purpose or reason you see fit. Turboing for any purpose or reason that lasts more than a few seconds is not. The simple rule of thumb is that you may not use turbo with your back to your enemies. Will you be thrown out for using turbo to grab 500m of distance in order to get your bearings? No. I probably won't even notice that amount of distance. If I notice you 'running,' however, you're wrong. This tournament isn't about that. It isn't called the ultimate hit and run tournament.

Heh... during the last tournament, the internet went down for about five and a half hours, and came up again just after the tournament finished. I was pissed.
I'd like to participate, so if anyone is willing to hazard my wingmanship..
