Pirates, please feel free to add your picks below; Traders listed here, feel free to explain how something is factually incorrect. Rants and off-topic posts, however, will be entirely ignored. If you'd like to add yourself as a "I NEVER PAY!" type, and save us the trouble of hailing you in the first place, again feel free.
Let's try and name the trader, rate requested, and factors affecting the reasonableness of the rate (ship type, location, etc.); a trader's openly declaring, as a general matter, that "I NEVA PAY!" will also be enough to earn a place on the list.
If you're on this list and you find one day that you'd like to be able to purchase your survival when it matters to you, post your public renouncement of your former ways here. Assuming you haven't abused the privilege before, we'll give you one chance to pay next time you're caught. Failure to take advantage of that privilege will surely be posted here.

Sural Argonus: previously allowed to pay 500k to [CHRN] while smuggling weapons in Grey, he refused a demand for 50k for his mining moth in Dau, and has clearly stated that he doesn't care about paying pirates any more.
Geecoo: refused an offer of 100k for his empty XC in Azek, and after having his ship shot down to 3% provided a long lecture about how unimportant the credits involved in high repair costs were.
Pa Kettle: routinely lectures on how he doesn't care if pirates kill him because he's rich and credits don't mean anything; refused 75k demands for several Behemoth Heavy Miners in Azek.
Nascmi: another of the "I'm morally opposed to ever paying pirates" crowd, guildmate of Sural Argonus.
Ecka Estenk: Commander of [TGFT] and well-known pirate denier.
Crazy Spence: seen in Odia, Sedina, and Latos in a Taur III, refused to pay 50k.
Mecha Touriaus: publicly denies -- in a very effeminate voice -- any interest in ever being allowed to pay. Make him eat those words.
LeberMac: publicly denies any interest in ever being allowed to pay. Make him eat those words.
Roda Slane: publicly denies any interest in ever being allowed to pay, though nobody's sure when he was last even in a trade ship.
serp: Refused to pay 100,000 for a very heavy behemoth he was having trouble launching in Latos. After his 120 cu of Locust Swarms were liberated, he stated that he would rather die than pay and continued to whine about it for a little while, generally making a fool of himself.
ccasper: Repeatedly refused to pay 50,000 for a Centaur full of Denic Ore in Odia. Opted instead to fire swarms every which way into empty space before dying and whine loudly after dying.
zephar: Repeatedly refused to pay and asserted that he'd never pay, pirates are stupid, one day he'll "build up" and kill us all. The standard whine.
Dalin Seivewright: Advised newer traders to never pay pirates, asserting that they were easy to run from, as they fly "FailShips." Let him follow his own advice.
Obie Brazil: Refused to stop and pay 15k for a Renevant Mk II after being asked 4 times. After dying, he noted that he could replace his ship for that same cost, but he never tried to negotiate for a lower price.
PolarBear: Refused to stop and pay for the passage of his Neut Mk III filled behemoth in Latos B6. After dying, he provided a long rant about how he'll never pay and how all piracy is "griefing" because all non-consensual combat is griefing and harassment. Too stupid to be allowed to live.
Ariodante: Prefers to /logoff rather than pay. Don't waste valuable killin' time on hailing this guy.
vanloki: Runs too well to not know how to pay. Catch, kill, rinse & repeat.
Han Shelis: Foolish enough to try and steal a pirate's loot, he decided that he wouldn't pay 100k when caught with it in his Taur: NO i NEVER PAY ANYONE. Y'all know what to do.
Carlos Blaster: Caught in Latos H2 piloting an XC, he knavishly (and foolishly) tried to "delay" payment in hopes that the turrets would destroy the pirate. After getting boomed and said pirate escaping with all 200cu of loot, Blaster proceeded to sing a delightful song about how awful pirates are. Music to our ears: boom this one on sight.
Miika: After trying and failing to swarm a pirate who asked for 50k in exchange for the passage of his Taur, Miika died at the end of a fun little chase. Paying is apparently not something this one is interested in, so just shoot him and enjoy the cargoes.
Snuper50: Asked to pay 150k for a moth in Helios; could have destroyed him but gave the opportunity to pay. Snuper50 prefers to pretend to pay, then run for a station docking port rather than pay or negotiate the price. Don't waste valuable killin' time on hailing this guy, just start shooting.
Whistler, absent actual abusive conduct that merits moderation, kindly stay the Hell out of RP threads. Very little can qualify as "off topic" in this forum, and your intervention is neither needed nor wanted in my threads. It also means I have to start over in order to maintain an up to date list of people pirates might want to shoot on sight, rather than ask for funds. If you absolutely have your mod panties in a twist over posts in a thread like this, delete them -- locking what you know to be a regularly updated post is, for lack of a nicer term, asshattery.

Please add Carlos Blaster: After being caught in Latos H2 while piloting an XC and foolishly attempting to delay payment in the hopes the turrets would destroy me, he died and I took his sweet sweet cargo. He proceeded to rant on 100 and over PM about me being a griefer and driving players away an blah blah blah.
Gods, I love to hear about XCs dying. Added.
