1. What's your opinion on the Serco Dominion politics? Is there any? Should be?
As a member of the UIT military, I take a pretty dim view of the Serco Dominion by default. We independents were badly mistreated after the Serco kicked the Itani off-world in the Colony War, annexed in all but name until we packed our bags and left the nascent Dominion to wallow in its own narcissism at the bottom of Terra Secondus' gravity well. As the modern-day Dominion steadily inches towards the Independent Territories, there is understandable concern that history will repeat itself. Of course, the Corporations are quick to forget about past misdeeds in the fact of short-term profit, gleefully selling out any technological edge we might have for a quick credit. However, the Aeolus Trading Perfectorate has already learned the hard way what Serco expansionism means for their future as the Dominion has begun jumping their mining claims in Helios, but since they technically operate outside the jurisdiction of the Senate, there isn't anything that the Territories can openly do about it.
2. Should we use implants, stims, drugs?
Cybernetic implants and genetic augmentations are part-and-parcel with the Serco package. Likewise, the almost casual use of cloning makes the damage from stims and drugs much less of an issue than it is for everyone else; if you damage yourself in such a manner, you can just restore from backup. The only thing you really have to be careful of is corrupting your neural backups, either through the regular use of mind-altering drugs or contracting a virus through one's wifi connection.
As a UIT I am not particularly adverse to implants and the like as the Itani are, but I still prefer to be mostly baseline, if only for security reasons. Its hard to hack someone's brain when it is entirely wetware and has no i/o ports. The few augmentations that I do have are mostly designed to thwart anyone attempting to compromise the contents of my soggy skull in the event that I should be captured and forcibly implanted with a neural uplink.
3. Is it possible for Serco to wipe out Itani from Deneb and start opressing other blue systems?
I hesitate to say that anything is impossible, but I doubt that it would be easy. Even if the Itani defense in Deneb collapsed, they'd just reform the defensive line in Eo or Cantus, and the stalemate would begin again. It might be possible to gradually erode the Itani's holdings system by system, but in that case we are talking about a very long game here.
4. Is there any point to expand our Dominion to Ukari?
If you'd like to fight a two-front war, maybe.
I'm sure you've noticed the significant fortifications we've erected on both sides of the Ukari-Arta Caelestis border; we are uncomfortable with the Dominion border being as close as it is. You might be able to get away with building a border station on the Ukari side of the wormhole, but honestly the Territories have more to fear from Dominion aggression than the Dominion does from the Territories. Outright annexation is right out. For one thing that would cut us off from Helios, and totally giving up control of the largest and richest heliocene deposits in the verse uncontested is simply unconscionable, especially to a belligerent power who might very well use those same resources to conquer us. More importantly, that puts you within striking distance of Attus, the only remotely inhabitable world in the Territories. We may be a primarily space-based nation after our generations-long exodus before we settled down, but a good quarter of our civilian population lives down there. In fact, Attus Command used to be Attus Senate, before the Corporate Wars forced the government to relocate to the more centrally-located Dau system. The Dominion seizing Ukari would be almost like the UIT taking Dantia or the Itani Betheshee.
Although, incidentally, Latos may be incorporated into the Territories proper within a few decades. Orion and TPG have been working overtime to that end, to the aim of having a buffer system to protect their holdings in Azek. Rumor has it that they've even jointly built their own secret capital-class shipyard somewhere out there. I'm sure that you've noticed the contrast between the fortifications on the Ukari-Arta Caelestis border and the virtually undefended Latos-Azek border.
5. Do we need conquerable station in our space?
Speaking out of character for a moment, I'd say that would only make sense if it were in Deneb or Helios. Possibly Geira Rutilus if the border conflict in Deneb ever expanded into that system.
6. Should we declare war to the UIT?
For me, it is only a matter of wondering when. The Serco Dominion attempting to annex the Union of Independent Territories, ostensibly 'for our own good', seems almost an inevitability. We are militarily weak, disorganized, and possessing of many resources that the Dominion envies for use in their ongoing conflict with the Itani. The Territories have been spared thus far mostly because even a military juggernaut like the Dominion would be hard-pressed to wage a war of conquest on two fronts, but they may well just be building up their forces and waiting for a moment of weakness. If there were to be a second series of Corporate Wars, I seriously fear for the continued sovereignty of the Territories.
7. Should we allow independent corporations build stations in Serco monitored space?
That would seem highly out of character for the authoritarian military regime, and as a UIT myself I consider that a bad idea in the long run.
8. Should we hire and use help of mercenaries, pirates against Itani and other ninnies?
While some Serco despise pirates and hired mercenaries as a matter of honor, for the most part the standing policy seems to have been one of military pragmatism. With the Itani front deadlocked as it is, the Dominion is not likely to turn down military aid if it is offered.
9. Should we control conquerable stations in Gray space?
Maybe, but unless it is done in preparation for a strike through the Edras-Jallik corridor, it would seem to be focusing resources on a front far removed from the war effort, and would likewise require a significant investment of resources to withhold them from other competing (and often non-Itani) factions.
10. Should we launch Serco convoys from Sedina/Odia to Serco capitals with valuable things, like Chocos?
Perhaps, although the organization of large convoys for the sake of transporting consumer goods doesn't really seem the Dominion's style. There isn't anything of military or industrial nature that could be transported from greyspace instead of chocolates?

Yeah, the UIT military is a bit of a joke, I know; compared to the Dominion military we hardly qualify as a third-rate militia. That doesn't mean that we don't exist. Enforcing the will of the Senate upon the corporations often requires military force, most especially where regulations on what sort of 'defense forces' the corporations may maintain are concerned.
Anyway, there is nothing wrong with the occasional shipment of consumer goods, although I imagine that Deneb rum is probably contraband of the sort like Cuban cigars. It just puzzles me how such things get prioritized over more practical shipments when it comes to organizing super-convoys (which require a significant allocation of resources unto themselves).

Regardless of probability, it would be unwise, as we have much to learn from the Itani. Enslavement and oppression would permit us to gain knowledge at our leisure. What is "blue"?

Expansion is paramount, though I would argue that Ukari is not the most valuable asset. We would have to rename it.
