Well you have to make arrangements for deals Harpo. You can't just label a neutral guild hostile because they give deals to the other side. Make some deals for ITAN.

I don't care about the price. Now [one] is obligated to protect members of [etmc], therefore attacking [etmc] hurts [one] because it will show that [one]'s protection is meaningless. [etmc] have made themselves targets in this war.

Who were they thinking they were buying protection against? Itani nationalists might have left them alone if they really were neutral, and they stated they are paying off pirates.

Hmm. I can understand that from the perspective. Piment you have quite a task. Many guild have tried to remain neutral, few have survived. TRI, EMS, and ORE being the only ones to come to mind.

Our ONE protection does not apply to major targeting/war attacks. They simply protect our convoys when requested, and in return receive cheap CWMs, like a contract. We could do the same with any other guild.

Some lessons in independence and neutrality:

1. Don't discuss your business dealings. Keep everything confidential.

That's pretty much it.

You find yourself in a situation now defending yourself from peanut gallery commentary and either have to back it up with combat or back down. You don't need approval from the other guilds. Build the guild you want to build and let them see your neutrality through your public actions.
