I don't believe in a thirteen guild federation, mainly because going to war with yourself is rather silly.
fourteen is a far safer guess because it counts the guild that harbors the most active pilots from the others. None would be the safest bet because the little circles that connect them revolve around veteran pilots planning their next endeavor, some follow, other do not.

Our friends in VOID have many very good people, many nice people, and many accomplished fighters.

I joined TRI when Linked Destinies was in charge, for a while it was great and I had a lot of fun. When the old members came back and took charge, they were a bit paranoid and heavy handed. They were not just unhappy with my behavior, some of them thought I was a spy or something. I have great respect for LD but not so much for the others. If any of the outcasts want to join RTMC look for me on 100.

Best of luck to Xeha and the members loyal to TRIs original purpose of neutrality and peaceful trade. It saddened me to see what Neon Black was capable of, I always thought he was a stand-up guy, and it saddens me even more so to see that Darth Nihilus has also turned...Ahem....To the dark side. I've taken a lengthy break for the holidays, but I hope the best for this venture of yours.

If any of this is true... The guys wanting to change the direction of TRI should have been the ones to leave and start a new guild once they realized they were in the minority.

Darth named all his council alts "District 1-6", he wants to be the bad guy. He's embraced the dark side. Which is fine, up to the point where he schemes with Neon Black to steal a guild bank with malicious code and completely takes a shit on his guildmates that have stuck with him for years.
