For that to happen, the game needs something worth 'trading for' besides building a damned trident or grinding up faction standing.
Theres plenty of pirates out there and plenty of guilds
I posted this on the other thread, not realizing there were two....
As a very successful and reasonably respected (former?) pirate who is not actively playing, I can tell you that playing a pirate in VO is often a thankless and frustrating experience.
I find it to be rewarding, but it is very difficult to recruit anybody to a life of piracy who is not already eager for combat and even then....the percentage of the population willing to be the "bad guy" is negligible. With no official game-play support for the play-style, there is little reason for new players to devote themselves to piracy. The recruits you will get will either be alts of established players or mobile players without any real chance of being an effective pirate. Alts aren't going to give you the online presence that you need to establish your new guild as a serious threat. Non-combat players aren't going to be effective even if they help give you presence. Most new guilds in VO fail. Even more new pirate guilds fail.
I'm not trying to dissuade you, but you should understand that making a new pirate guild is not as simple as making a new trading guild. It's easy to be a lot of things to a lot of people. It's a lot more difficult to make a very specialized guild.
Good luck.
