In s9 station, the MKII cargo says they are manufactured in s8 :)

Heheh that's always been that way... 8 did have an invisible station... still may but I have not a clue how to reach it now.

I don't know why the MKII's say they are manufactured in 8, but I can tell you that there has NEVER been a physical station in 8, invisible or otherwise. There was a way, via an obscure bug, that a player could fall into an unused station interface for 8 that was created at the same time as the others. The interface was never intended for player use and , again, does not physically exist and could never be reached through normal operation of the game. If somebody tries to lure you into 8 to see the station, they are attempting to mislead you.

You can however target the ice crystals in 8. So if you want to go target some ice crystals, 8 is the sector to be.

No, they really are manufactured in 8, at least, in theory. There's no station in 8, though, so the cheapest place to buy them is either 7 or 9.
