Provider network outage impacting game server.
There have been upstream network provider outages causing issues impacting players reaching the game server.
The provider(s) involved are working on the issues, but I don't immediately know the cause, or have an ETA.
The problems may not always impact all players to the same extent, due to the nature of how routing works.
Hopefully things will return to stability in the near future.

There were two outages, at 18:40 to 18:45 (CDT) and 19:55 to 20:06 (CDT).
Thus far, the network has been stable since 20:06.
The "incident" is still open with the provider, so other problems may occur, but thus far, things seem to be working properly.
