As per the title, unless I am in grey space, I am unable to use any repair gun within the no fire zone of the nation space. The only exception is Grey Space.

Also, ships that you escort are warning you about being damaged, and risking forfeiting the mission. Even though a repair gun was used to repair the ship that was part of ones own escort.
