Since you have to kill bots within your nation's borders for the Beginner Combat mission, why is it even offered at stations outside your nation's borders? (Not strictly a bug, just kind of odd.)

are you sure you have to kill bots for your nation? I didn't know this was a restriction of the mission.

Yep, its one of the restrictions to the mission.

It's for those that don't want to home within their nation's borders.

I'm not homed within my nation's borders, but I still don't see why I can go to Verasi to get a mission I that I can only complete by flying 5 systems away (I'm Serco). I don't get Border Patrol missions in Initros, so why should I get Beginner Combat Missions in Verasi (or anywhere else out side Serco space).
