Since it seems like scrap would be blasted off whenever the ship takes damage, maybe every like 20% of damage it drops a cu of scrap? That way even runners would have their scrap on the market...

Eh, any no-load dipshit can knock 20% off someone... which would make pilot-specific scrap meaningless.
