Chained guns...
Would it be possible/wanted to have the ability yo have one button alternately fire from each port, increasing the firing rate of a gun rather than firing 2 or 3 at once? Of course we would still want to keep the ability to fire several at once...

Yes, i have tried this by pressing my V button (teritary fire) and constantly changeing the weapon group, it's nice, but hard to tdo when you need it.
Actually, thats precisely what a gatling cannon does do, one round fires, it sets off the next round, then the next, then the next, then the next, each time turning the circle of barrels and loading them, very very very quickly.

Could you conceivably bind a sequence of commands to a key...
fire #1, wait, fire #2, wait, fire #3, etc.
Is there a /wait command? If you waited for one nth of the firing time of the weapon (where n is the number of weapons chained together) it would emulate chaining.

My own personal way of doing this is...
Buy a vulture & equip it with x2 of the same weapon. Port1=Primary1 Port2=Secondary1 bind these to the left & right mouse buttons and make sure you do not press them simultaneously. It's not the same as a wait state fire but you can cause come serious damage with tachs in this fashion. It's like a double barreled tach repeater, this coupled with the fast charge battery=death on a stick ;)
Gravs work better in this setup due to the lack of energy that they use to fire. Also set up the Primary2 to use both guns then you can switch when you need the extra power.
