Idea to encourage trade.

Ok its 2:30 for me so if I mess up a little forgive me.
These city stations are going to be big, and would require lots of raw materials to build it. And not all the materials you need are gonna be located right in the sector you are building. Soulution, you transport materials from mining stations (think 7, 11) to the place where the station is being built. So before a nation gets a station they need the materials. Now im thinking that for a while city stations are going to be the only place to buy frigates (note I dont have any actual sources stating this im just going by logic) So for a nation to have military superiority you will need to gather materials to build the station and keep it supplied with materials to build the frigate. So you would need a large number of traders to make the runs to gather materials, and to have raiders to stop another nation from getting theirs. This would require you to form convoys with escorts for the best chance to get the cargo there. (also possibly a large bare bones cargo ship, nothing fancy or good looking just huge cargo space, think WWII era Liberty ships) This could also add a touch of miltary operations in the form of planning raids to attack and destroy enemy cargo ships.
Like I said its 2:30 here, and im not all there, so please feel free to post comments or suggestions ^_^

Interesting idea. Sounds like it could work but we'll have to see what Celebrim says about that ;). Kinda sorta similar to electric27's tax system:
