Positron Blaster MkII
To bridge the gap between the MkI and faction variants.
Positron Blaster MkII
Damage: 800
Velocity: 200
Energy: 16 or 17 /blast
Delay: 0.23s
Mass: 500kg
I am personally leaning towards having the energy usage be 16 /blast so the gun is not completely outclassed by the AAP and may actually get some use.

+1.
-1, posi mk1 and AAP are already close, this one mk2 doesn't make any sence.
Or make posi mk1 weight more: +50 or +100 kg

I think it fits in between the MkI and the AAP pretty well. It is faster than the MkI and has less delay, but the AAP is even faster and has an even lower delay, but also higher energy usage. It forces players to make the choice between lower energy usage or higher shot speed. It's clearly better than the MkI, but it's arguable whether the AAP or the MkII is better. It's kinda like the Orion XGX versus the TPG Sparrow. one has higher shot speed and lower energy usage, the other his higher damage
I think there are two ways that the weapons can be differentiated better, if that is the main complaint. Either add 50 or 100kg to the mass of the MkI like you suggested, or make the MkII a faction variant.

AAP is so incredibly better than the regular posi that the regular one isn't worth the 5k it costs. Quit being stupid pirren.
This is still massively outclassed by the AAP. 10m/s difference is very significant in combat. It is, however good enough to see use by intermediate players who know how to aim for the purpose of fighting NPCs. The basic positron blaster isn't even good enough for that; most people try it once and then switch back to neutron blasters Mk. II.
Posi mk1 and AAP are pretty well balanced.
To tarenty:
If you don't know how to use weapon to be efficient, it doesn't mean it's useless.

Estrian, be quiet. I'm attempting to penetrate the incredibly thick skull of this... whatever it is.
Pirren, note I never said it was useless. It's just pathetic next to an AAP, which costs 200c and Axia standing more. The Mark I Positron has 20 m/s less velocity, one more energy per shot, .04s more delay than an AAP. There's a flaw in your insult: being 'efficient' with positron mark I's would make you 'efficient' at using AAPs, because positron mark I's are so slow in velocity, energy inefficient, and slow to refire in comparison. You'd simply be better when using AAP's vs Mark I's. Of course, you wouldn't know that, because you are a pathetic fighter with anything but flares.

Back on topic... a common, easy to get Mark II with these stats in the OP would solve some availability issues with the AAP.
