Fake Voy collision rules

I was going to post this in bugs, but it seemed more appropriate here:

I had my trident parked in the NFZ of a station out of the path of the docks, but a fake voy moth still managed to run into me and his escorts to opened up on me. I was not temp KOS, but neither were they for firing on me in the NFZ. See the issue? In the conquerable stations this is even more dire, as all turrets come down on you if a station guard stupidly rams you. Likewise, those guards bumping anything triggers a "your station is under attack" message, which happens all the time.

Can you rework the collision rules for this? Is there any way to discern the stationary ship as blameless? Can npc's be subject to NFZ violations? Can fake voy collisions simply not be treated as hostile? Discuss...

That's unpleasant.

We discussed some aspects of convoy behaviour on Monday, and plans to deal with certain issues. This was not among them, but we'll take a look. It's good, in a way, that the fake-convoys are forcing us to deal with these kinds of "high-traffic-density" problems, which will make the convoy/NPC mechanics more usable for other features down the road.

Apply same rules as small ships, collisions does not trigger Temp-KoS.
