There is no reason you shouldn't be able to configure your weapon groups while in space, and plugins (and maybe commands) already permit this. Therefor I think the GUI should also be provided while in space.

I have the beginnings of a simple interface for doing just this that could be extended for easy use by mobile players. But it relies on weapon group functionality that is still missing. The ability to select empty triggers.

Huge benefit to all players. Especially the empty triggers in a group. Maybe you have to make a weightless no-weapon place holder that only affects groups not port count.
