Add in a new command:

/vote stupid

Requires the same number of votes, and has the same duration, as /vote mute.

Does not actually mute you. It just provides feedback.

Every time you use chat, the chat works, but you also get a message saying that "You have been voted stupid".

When any one messages you, the message works, but they get a response "player x has been voted stupid".

If stupid is to strong a word, it can be "spammy", "censured", or whatever.

I think a /vote drunk would be a better idea

When voted upon a person, they would experience visual and ship control impairment.
